Document Required For Application Of Man Year Entitlement and Prior Approval

  • Latest 3 months CPF Contribution statement (original & photocopy)
  • Photocopy Of Applicant's (Employer) NRIC
  • Company's ROCB profile (Original and Photocopy)
  • Man Year Entitlement Application Form duly complete, sign and stamp by both applicant (Main contractor) and The Developer/Owner
  • Authorized letter for employment Agency
  • Contract from the Owner or Government body
  • Letter Of Award or Letter Of Acceptance showing date of commencement, date of completion, project value and project description.

Requirements By The Ministry Of Manpower

Man Year Entitlement

  1. Balance remaining period of the project must not be less than 6 months
  2. Total remaining value is not less than S$500,000.00

Prior Approval

  1. Balance remaining period of the project awarded by Main-Contractor must not be less than 3 months before the expiring of Man Year Entitlement

PRC Workers

  1. Letter of support from Economic Development Board (EDB)
  2. Total remaining value is not less than S$10,000,000.00. This also applies to Construction Project submission Documentation that is to be endorsed by an Architect, Developer or Owner.
  3. The contract period for Prior Approval shall not be less than six months.


Additional Services

Upon confirmation of our service, we will provide air-ticket, transport, place for interview and other expenses incurred for two representatives from your company to fly with us to the Country Of Employment to interview the workers before we recruit them to Singapore. We also provide the Transportation Services for workers arriving in Singapore and arranged for the following:

Recruitment OF NTS Workers

    Monthly Levy payable to the Government Of Singapore for NTS or PRC Workers

    • Pass in BSC workers - S$470.00
    • Pass in SEC/SEC(K) workers - S$30.00

  3. Test Period

    • For the P.A Only allows 2 chances for testing at OTC
    • The candidates who passed with BSC certificate can re-apply for SEC/SEC(K) testing in Singapore.
    • Training and registration fees shall be paid by applicant company

     

  4. Test results -Presently at Overseas

    • 90% passing rate for BSC Level
    • 75% passing rate for SEC/SEC (K) Level
    • Overall passing rate at 70% to 85%

SKILL EVALUATION CERTIFICATE TRADE TEST

As we approach the next millennium decade, our construction industry would be even more complex and sophisticated. The demands are for greater responsiveness, quality projects and timely delivery and cost competitive.

In the coming years, contractors have to shift paradigm to use skill labour cost saving construction methods and fewer but more skillful foreign workers. With possible rising unskilled workers, levy, would be redundant.

As from 1 April 1998, under construction category the monthly levy was revised:

    Skilled Labour: $100 Lowered to $30

    Unskilled Labour: $440 Increased to $470

SEC - No Written Test

Courses requirement and guideline:

    The duration for the testing date is estimated from 2 ½ to 3 months times

    The candidate must be under construction category

    Validity of the work permit

    The candidate must be able to read measuring tape

Our training center will provide the following items:

    Tools and materials except safety boots and hand grove

    Arrangement for registered of test date with CITI

    Optional training schedule Day or Night

    Extra lesson will be given to the candidate who are slow in the scheduled pace

    Conduct mock-test before the actual test

Excludes:

    Registration and Testing Fees

    Meal and Refreshment

    Transportation

Guarantee for 2 times training:

Applicant shall paid for CITI registration

Additional material cost fees

Mode of payment:

Test registration fee shall be paid to BCA

50 % upon recruitment for training

25% upon starting of training lesson

25% balance shall be paid before Test Date

Replacement:

Replacement of candidate is Subject to the approval of BCA. Additional material cost and training fees shall be charged for replacement for new and old candidates.
